From June 1968, a Manpower Planning Unit was created as part of Overseas Services Division II to act as a source of expert advice on manpower issues in the developing world for the rest of the Ministry. In February 1971 the Unit became part of the new Overseas Manpower Division III, and a year later became part of an enlarged Overseas Manpower Division I. From March 1976, the Unit formed part of the Economic Planning Division.
