This work was formerly carried out by the Education and Social Services Department before the creation of the Universities and Technical Education Department in 1966. The Universities and Technical Education Department administered assistance to university, technical and management education and industrial training in developing countries, and handled the UK's policy towards the Inter-University Council for Higher Education Overseas and the Council for Technical Education and Training Overseas, and the Commonwealth Scholarships and Fellowships Plan. In 1975, the Department was absorbed into a larger Education Department which handled education development for all age groups.
