In 1922 he was leader of a new communist group in Denmark, Chairman of the Stokers Union and leader of the Danish Workmen's Party, subsidised by the Soviet Legation; in the 1930s he was a member of the Copenhagen Secretariat of the International Seamen and Harbour Workers (ISH), a COMINTERN 'Front'; in 1933 he was involved in providing false passports and seamen's documentation; alleged to be an OGPU agent
