Administrative / biographical background

The Road Freight Division was established after the cessation of the Road Transport Division in 1971. It was responsible for the goods vehicle licensing system, heavy goods vehicle testing and plating; drivers hours and record rules; policy on and co-ordination of non-technical enforcement; international bilateral road haulage agreements and European Economic Community road haulage matters
