These reports are various forms of guidance issued by Hut 3 [Army and Air Force reporting] management to Hut 6 cryptographers working on Enigma and other systems and to Hut 3 intelligence reporters. 3L Report No 3 of 2/2/1944 pages 9-10 throws interesting light on the strategic planning behind the prioritisation of the breaking of Enigma keys
