Estonian Liaison. Specimen mailing of traffic, known as 'Waddington Special' between Waddington and GC&CS through Air Ministry. 'Waddington Special' appears to be Estonian intercept of Russian naval and military communications, forwarded on to GC&CS by Warrant Officer W G Swanborough, who made an initial liaison visit to Estonia in 1931 (see also HW 61/47 and 48)
