The WM prefix was first used in 1966, and appears to have continued in use until at least 1975. Some of the files in this series were re-registered from other series, namely HM (highways management), ME (mechanical engineering) (otherwise in MT 102), HN (highways northern) (otherwise in MT 100) and HE (highways engineering) (otherwise in MT 95).

Though it is unclear exactly when the Winter Maintenance Branch of the Trunk and Classified Roads Division was created, its functions included responsibility for maintenance vehicles including snow ploughs, their maintenance, hire and specifications.
In 1970 following a reorganisation which resulted from the creation of the Department of the Environment, the Branch became the Winter Maintenance and Claims Branch of the Trunk and Principal Road Administration Division. A further reorganisation in 1971 resulted in the Branch becoming part of the Highways Maintenance and Management Division (renamed the Highways Management Division in 1974).
