The Traffic Signs Committee under the Chairmanship of Sir Walter Worboys was appointed in December 1961 to review traffic signs on all-purpose roads (as distinct from motorways) including roads in urban areas, and to recommend what changes should be made. The Committee was assisted by a departmental working party of the Ministry of Transport which included representatives from the Road Research Laboratory. The working party carried out detailed field work and research and submitted working papers to the Committee.
The report together with recommendations was submitted to the Minister of Transport and the Secretary of State for Scotland on 18 April 1963 and published by Her Majesty's Stationery Office.
