Arthur Francis LAKEY, alias Albert, Arthur Francis, Dan, Appleby, ALLEN: British. LAKEY was a former Police Officer who between 1919 and 1928 acted as an enquiry agent for the Russian Intelligence Service in London in association primarily with W N EWER and the FEDERATED PRESS OF AMERICA (FPA). After the collapse of the FPA in 1928, following withdrawal of Russian funding after the ARCOS raid, LAKEY became disillusioned and spoke to the Security Service. The file provides insights into the organisation and funding of Russian espionage activities in the UK during the period
