Memorandum by Secretary of State for War regarding organisation and functions of War Office Counter-espionage Section (MI5): In addition to the memorandum referred to in its title, this miscellaneous file contains notes on the organisation of acounter-espionage bureau (undated); a copy of the text of a lecture to the Harrow Intelligence School in May 1918 on the working and responsibilities of MI5, given by its WW1 legal adviser, Walter Moresby; and a short note on German espionage 1848-1918
