Administrative / biographical background

When the Air Registration Board was abolished in 1972 many of its functions were assumed by the Airworthiness Division of the new Civil Aviation Authority. The Division is responsible for ensuring that all British civil aircraft are fit to fly, and for the issue of certificates of airworthiness or temporary permits allowing them to do so.

The Division prepared and published the British Civil Airworthiness Requirements (BCAR) and, in consultation with the International Civil Aviation Organisation (ICAO), also produced Joint Airworthiness Requirements (JAR) for large aircraft, engines, propellors and auxiliary power units. It supervised the work of aircraft manufacturers and maintenance staff to ensure that engineers are properly trained and licensed and that aircraft are built and maintained to the appropriate standards. The Division has also produced and maintained flight manuals and maintenance schedules for each aircraft type.

Similar controls are exercised by the Division over UK passenger carrying hovercraft.

Much of the work of the Division was carried out by surveyors based at area offices around the country. There were also surveyors abroad working as expert advisers to foreign governments on a repayment basis.

The Airworthiness Division was replaced by the Safety Regulatory Group in 1985.
