Sir Charles Fremantle was Deputy Master of the Royal Mint from 1868 to 1894. He assumed overall control in 1870 upon the death of the former Master, Thomas Graham. However Fremantle retained the title of Deputy Master, the Mastership being vested in the Chancellor of the Exchequer. In 1870 Fremantle submitted, jointly with C Rivers Wilson a memorandum to the House of Commons upon the workings of the Mint which was subsequently reorganized.
