Isaac Lvovich GROUCHKO: Russian. Having come to the UK as a political refugee in 1914, GROUCHKO perhaps engaged in some propaganda activity ''among the working classes''. In 1922 he was listed as a general manager in the Soviet Trade Delegation in London and was engaged in the purchase of aircraft machine guns for the Soviet Government. His connection with Russian Intelligence was never conclusively established
