Until the National Health Service Reorganisation Act 1973 (implemented in April 1974), Hospital Management Committees (HMC) were appointed by Regional Hospital Boards (RHB). They included representatives of local health authorities, executive councils, dental staffs, and other relevant bodies. HMCs were voluntary committees, responsible for the control and management of a hospital or group of hospitals.
