Part III (Hill Land) of the Agriculture Act 1967 allowed the Minister of Agriculture, Fisheries and Food to introduce a Hill Land Improvement Scheme (SI 1967/1221). It also permitted the establishment of Rural Development Boards (RDBs) 'with a view to applying the provisions of this Part of the Act for meeting the special problems of the development as rural areas of hills and uplands' (section 45(1)). RDBs had been recommended in the report (1965) of the Interdepartmental Working Party on the Hills and Uplands.
