Administrative / biographical background

When the Ministry of Supply was established in August 1939 it took over responsibility for munitions contracts and most of the Directorate of Army Contracts from the War Office. This became the Contracts Directorate (and from 1947) Division of the ministry, under the superintendence of the permanent secretary.
