DOMINICA. Boer Prisoners for Dominica. States that owing to the commencement of the rainy season, troops and prisoners should not be put in tents until October. States also that the electric wire fencing and water machinery requires three months and that everything else can be obtained locally. Enquires whether he should continue with the preparations.
