Certificate of Nationality: writes to report that no certificates have been produced to British Consular Officers as proof of British Nationality; warns that it would be 'inadvisable' for magistrates or other officials to be given power to issue certificates as any claims for passports to British nationality are 'closely scrutinised, and are sometimes rejected' by the Governor. No 32, folios 174-176.
