Description

Reports that considerable excitement has been caused by the introduction of a new Water Works Ordinance, the provisions of which have been misrepresented. Following several public meetings crowds attended a relevant debate in the Legislative Council in such numbers that the Council was adjourned. It was subsequently agreed that entry to the Council Chamber should be by ticket only in order to control numbers, but there were further protests leading to rioting and the destruction of the public buildings known as the Red House and the majority of records held there. The Riot Act was read, police were ordered to fire, and there were nine deaths and forty casualties. He has sent for troops from Barbados, and requests an immediate Commission of Enquiry.
