Administrative / biographical background

Covent Garden Market dates from a 1670 charter. In 1956 the Runciman Committee of Enquiry into Horticultural Marketing reported that the market now faced severe problems of congestion and delay, and should be improved and re-organised. The Government's response - the Covent Garden Market Act 1961 - established a Covent Garden Market Authority to take control of the market, improve its facilities, etc. The Minister of Agriculture was generally responsible for this authority. The Covent Garden Market Act 1966 enabled the authority to transfer the market to Lambeth and Wandsworth (New Covent Garden at Nine Elms).
