Description

A copy of the form of tender for linseed oil, as now exhibited in the lobby of the Navy Office is sent for Lord Melville's information. It is heavier than tar and delivered in large casks, which are vulnerable to damage in landing and re-shipping. Another reason for keeping a choice of whether all should be delivered to Deptford or to other yards was to increase competition, some oil crushers having their mills at Bristol or Maidstone, and avoid, in some instances, duplicating transport arrangements. Tender prices could be more advantageous if deliveries were made to yards nearer than Deptford yard to their premises.

Enclosure.
