Description

From J Martin, Portsmouth. Report on his visit to enquire into the destruction of the Diamond on 18th February, including examination of the several named Officers of the Ordinary, and his observations. Captain Clovell admitted that at the request of Lord Napier, he allowed the Carpenter to complete a boat for his Lordship's private purposes, and informed Commissioner Gray accordingly. The opinion of Sir George Gray and officers who assisted him in the first enquiry, that the fire did not arise from use of the steam apparatus, seems contradicted by eye-witnesses. Suggest the instructions be read every half year on board each divisional ship, so no-one can claim ignorance of their content.
