John Wilson Croker. Our solicitor has queried elements on the extension of the privilege of drawing Bills for pay being extended to Boatswains and Carpenters, which he needs to be answered to be able to incorporate this into the draft of the Bill relating to Pursers. Recommend the proposed alteration be deferred to a more convenient period, as it will be too late for this session of Parliament. The part relating to Pursers is ready. As Boatswains and Carpenters are no longer required to pass accounts, we are sending a form of certificate which we recommend for adoption.
