The Viscount Melville. It was recently agreed by Lord Liverpool and Mr. Vansittart, to recommend an annuity of £400, in addition to the grant of £5,000, should be paid to Sir Robert Seppings in recognition of the contribution his inventions have made to improvements in Naval architecture and the saving of public money which should be backdated to the date of your memorandum. It was agreed that this annuity should be chargeable on the Ordinary Estimates of the Navy and should on his death pass in equal shares to his daughters: Martha, now Mrs. Harrison, Mary, Louisa and Helen.
