Letter from Commissioner Wolley, Gibraltar to the Navy Board. Is enclosing copies of the order to survey the Naval Hospital, report thereon, advertisement for the repairs, an order given subsequently and the 2 tenders received from Colman Ward and Mr Moir. Comparison of the 2 tenders. Is sending a copy letter to Mr Pownoll from Mr Ward and one from Mr Moir to Mr Buck regarding the timescale for the contract and security offered. Do not feel certain either person is capable of completing the works, and contract prices far exceed the officers' estimates. Ask whether an Architect, workmen and materials should be sent from England. Recommend that at least a capable person be sent to superintend the repair. That person could also superintend the wharves at Rosia and other works. It will also be necessary to evacuate the Army sick using the hospital, so that repairs can be carried out, while leaving room for the Naval sick.
