Description

Extract of a letter from Commissioner Woodriff, Jamaica Yard. The Governor has declined to grant me accession of the Polygon Battery, as he considered, as the land belonged to the Crown, the House of Assembly did not have that power. Its addition to the yard would be of incalculable benefit, which if carried into effect, would amply repay the original cost. Gives details of the facilities proposed and where current ones are inadequate. Copy letter from D Woodriff, Port Royal to the Duke of Manchester, Governor Captain General of Jamaica. The confined limits of this yard preclude the construction of necessary buildings. Gives details of dimensions and what is provided, and suggest extending the present northern limits to embrace the Polygon Battery and continue the eastern wall on the sea face to join it. Has consulted Colonel Smith, the Governor of Fort Charles, who believes such an extension would be good for the Naval Depot, while not interfering with works, should they become necessary, for external defence. Gives proposals if an extension of the site is granted. Copy letter from William Bullock, Secretary, Kings House to Commissioner Woodriff. Although the fortifications of Fort Charles are under the care and superintendence of the Governor and Council as far as repair and works are concerned, the land belongs to the Crown, and no part can be applied as you suggest without the authority of HM Government.

Enclosure.
