Philip Stephens. Are sending a copy warrant issued to the several yards about the abuse of chips. The carrying out of chips under the arm has long been accepted but of late the artificers carry them out on their shoulders and by this means they can double the quantity formerly allowed. When the Portsmouth Officers challenged this under the rules the Artificers refused to comply, only carrying the chips under arm when passing through the yard gate. Opine that the matter should be contested and on no account should we submit to this practice.
