Description

Evan Nepean. It has been recommended that Rear Admirals, now appointed as responsible for paying ships, are sent copies of the instructions under which Commissioners previously acted. There are no such instructions and payments have previously be made according the general practice of the Navy and the several relevant Acts of Parliament.
