Folios 212-214. Letter from William Ludner, Magistrate and Chairman of the Axminster Poor Law Union Board of Guardians and E Evens, Vice Chairman of the Board of Guardians, to the Poor Law Commission, relative to the report of Mr Gulson [Edward Gulson, Assistant Poor Law Commissioner] on the case of Elizabeth Spiller. They state that they do not think the workhouse master should have been called on to resign for the following reasons: 1. He considered he had no other course than to discharge the pauper as he did as the ticket from the relieving officer did not give the name of any parish. 2. There was an 'express understanding' between the relieving officer and the master that in all cases where the former gave orders for admission to the workhouse but did not name a parish on that order the pauper was to be admitted for one night only. 3. Spiller was well known by the reliving officer as being a pauper of Chardstock. 4. In confirmation of the masters statement Spiller asserts that when she left the workhouse on the morning after her admission the master advised her to go to Chardstock and obtain a ticket from the parish officer and then return that day. They state that the guardians unanimously believe that the master should not have had to resign. The master and matron have now both tendered their resignations which have been accepted. Enclosed is a copy of the resignation letter from Humphrey Priddis, Workhouse Master and his wife. In which he asks for them to recommend to the Commission their re-election. Failing this they ask for a quarters notice to enable them to find another situation. Annoated: the Commissioners cannot allow the master and matron to be re-elected to offices for which they have declared them unfit. The reasons assigned in the masters favour are not sufficient.
