Description
Content
Folios 202-207. Letter from Humphrey Priddis, Workhouse Master of the Axminster Poor Law Union, to the Poor Law Commission, regarding their call on him to resign. He states his 11 years faithful service and hopes they will rescind their order and give him another trial. He encloses statements from various witnesses. He assures them that in the cases of Elizabeth Hoare he acted under the directions of the board of guardians. In the case of Elizabeth Spiller he states that she was known by Mr Harbin, the Relieving Officer, to belong to Chardstock and he should have given her an order as a pauper of that parish. He states that he was certain Spiller would go to Chardstock when she left the house and did not think she would go to Chard [Somerset]. Enclosed are statements from the following: Elizabeth Spiller of Chardstock, now inmate of the Axminster Workhouse. She says she has resided in Chard with her husband and three children for five years. Her husband left her in March and she applied to the reliving officer of Chardstock for relief or the workhouse. He told her to return to Chard but gave her a ticket for one night in the workhouse so she would have a supper and breakfast. The following morning the governor gave her some food for the day and told her to leave the house and go to the parish officers of Chardstock to get a proper order when he would take her in again. Instead she went to Chard and was admitted into the Chard Poor Law Union Workhouse. She states she was known to Mr Harbin, Relieving Officer. Sarah Gale Harris, Schoolmistress, states she remembers Spiller coming to the house to stay for one night and being sent to the area where those who are admitted just for the night always go. She had a tramp ticket. Eliza Hoare, inmate of the Axminster Workhouse, states that five weeks after Christmas she was admitted with her infant by order of the reliving officer from Colyton. She stayed there until about a fortnight before Lady Day. She then went to Coombepyne and then Lynn before returning to Coombepyne. She went to Mr Harbin who gave her a tramp ticket for one night. In the house she saw Mr Evens, visiting Guardian and the workhouse master. Mr Evens told her she could not come into the house on that order and told her to go to Coompyne and get a proper order which she did, although she was refused an order. She was eventually told to go back to the house and obtain an order which she did, she has been an inmate ever since. All the statements are witnessed by William H Richards, ex officio Guardian, who state himself that looking at the books of the workhouse the first night of Eliza Hoare's admission is charged to the parish of Coompyne but carried on to the parish of Lynn by order of the guardians. Annotated: Spiller was not placed in the tramp ward. Paper Number: 13942/A/1847. Poor Law Union Number 76. Counties: Devon and Dorset.
