Description

Philip Stephens. Are receiving daily decrees from Doctors Commons of delays in port of neutral ships waiting for trial, which causes their cargoes to deteriorate and costs for demurrage. Recommend that Captains of HM's ships give strict orders to the Officers who take them into port, where they have stores which could be purchased by the Crown, to apply immediately to the Commissioners or Naval Officers for immediate inspection, to speed up the process.
