Philip Stephens. Captain Hay, Regulating Captain at Hastings reports that the Charming Betsey tender has not arrived there or at Rye. As tenders are not under our direction, we are at a loss as to which port we send directions to her Master. The Naval Officer at Deal informs us she appears to have sailed from the Downes on the 5th westwards.
