William Marsden. Advise that the frames of the 4 gunboats prepared on Admiralty instructions last November, have been sent to Gibraltar in the Pomegranate storeship. Commissioner Otway says that as he had no instructions, he decided to assemble only one of the ships under cover. He will not launch her, nor do anything with the others until he receives further instructions. Urge their Lordships to give them instructions as to how these gunboats are to be disposed of.
