William Marsden. The Commissioner of Sick and Wounded Seamen have written about the Minerva, a French ship purchased at Antigua for a prison ship. We were instructed to accept and settle bills drawn for the ship, provided we were satisfied with the valuation of the Antigua Officers. We have received no such papers and cannot make any judgement.
