Description

William Marsden. Have sent the survey of the Tartar made by the Jamaican Officers and sent to Chatham. The Chatham Officers are to call on Mr. Hellyer, who built the ship, to explain why he performed so negligently. He has pointed out the criticisms made in Jamaica were unjust and based on a misunderstanding of the ship's design. Recommend Mr. Hellyer should be exonerated.
