Description

Evan Nepean. Refers to a complaint from Admiral Milbank about the shortage of Masters and the need to regulate their conduct. Efforts have been made to apprehend James Reid, Master of the Winchelsea, and every means has been resorted to attract people to HM service as Masters. Only the smallest classes of vessel are without Masters and, at Spithead, only Ambuscade and Camilla lack them, although a proper person is acting in that rank in the latter vessel and the Master of the Pearl, following his examination, is likely to be promoted into the former.
