Philip Stephens. We have not been able to secure proper vessels to serve as fireships in accordance to orders. As the Shark and Porpoise sloops, lately returned from the West Indies, were purchased from Merchants and being full built are not well calculated for sailing, propose that one or both of them are converted for this service and ask for directions.
