Philip Stephens. The Lieutenant, Surgeons and Master of the Medea, fitting out at Bristol, inform us they were obliged to live on shore from the time of her commissioning until the day she left dock, as her coppers were not fixed till then and ask for an allowance for their expenses. No instance can be found of any allowance being made to Officers under these circumstances.
