Philip Stephens. A great number of ships engaged to proceed to Riga for hemp and to bring stores from other foreign ports on contract, cannot now proceed because of the embargo. Ask for an order for exemption on all ships whose Masters produce certificates of employment by us. Any delay has bad consequences and it is customary for private freights to be carried on outward passages. Ask for this not to be an obstruction to exemption. This privilege enables us to obtain lower freights on contracted vessels.
