Philip Stephens. Mr. Jackson has forwarded a letter from Lieutenant Mowat, Commander of the Canceaux armed vessel, asking for dispensation for want of having borne a widow's man on her books. Have referred this to the Victualling Commissioners, who inform us that after casting the book of the Lieutenant between January 1773 and June 1775 it appears he has overborne the complement of 831 men for a day by no widow's man having been borne for this time. He had never received an order on that Head but it may be reasonable to comply with his request, with which we concur.
