Philip Stephens. We are to report what offers we have had for building frigates and sloops in merchant yards by the order of last July. We were also asked whether the building of all ships of 50 guns downwards and sloops, ordered to be set up in merchants' yards, is to be carried on without waiting for the usual seasoning time, by order of last September. Have engaged with anyone who has offered to build ships and have treated with everyone capable. Those builders are now engaged and propose to offer them others to build. Every builder has orders to proceed without waiting for seasoning.
