Description

Philip Stephens. Have asked Lieutenant Ramsey, employed in raising men at Port Glasgow, for his reasons for employing hired men in his gang and paying them wages at 1s.6d. per diem, as the instructions permit employment of such men only until volunteers offer, from whom the gangs are formed. He informs us he has not had one volunteer since being in the service, except those he pressed and whom he did not trust on shore. As it seems contrary to instructions to admit pressed men to enter afterwards as volunteers, we ask whether Lieutenant Ramsay or any other Officer has authority to admit them as volunteers so as to receive the Bounty.
