Philip Stephens. William Fowler, Naval Officer at New York, informs us that Vice Admiral Viscount Howe has ordered the purchase of the following ships: The Betsey sloop, now called the York, for an armed sloop in place of the St. Lawrence schooner, unfit for service; the Rebel privateer brig, now called the Hinchinbrook, for an armed brig in place of the Hinchingbrook schooner, unfit for service; the Empress of Russia transport, now named the Vigilant, for an armed ship; a galley, now called the Cornwallis, as an armed galley and are sending copies of the dimensions of the two former and the complement of the Vigilant for approval.
