Philip Stephens. Several of the Captains employed on the service of raising men, appear to make a charge in their accounts for Rendezvous and lodging rooms, in addition to the same charge by the Lieutenants under their directions, for which they allege the expense is necessary, and quote their authority is the 1st Article of their written instructions, by which they are required agreeable to the 14th Article of the printed instructions to cause Invitation Bills to be printed and stuck up to enter volunteer Seamen and landsmen, which they say cannot be done without such an expense Ask if this charge may be admitted as well upon Captains as upon Lieutenants' accounts.
