Philip Stephens. The Bute armed vessel is to be fitted with Rigers from the Ordinary and Labourers at Deptford Yard, as requested by her Lieutenant Hill. As we are loading a storeship at Deptford for Jamaica and our Naval transports are loading there for different yards, it is impossible to spare any of the Riggers or Labourers to assist. Our agreement with the owner says the ship is to be fitted at his expense and he has promised to procure Lumpers to load her stores and provisions.
