Description

Philip Stephens. Have been asked to send a Master to the Esther cutter as soon as possible as requested by Lieutenant Major as none have been appointed since the promotion of the former Master. Opine that the great number of Masters required for the sloops and frigates in commission, will not allow supplying them to cutters. We authorized the Lieutenants, when taking out their Masters, to bear a Pilot until others are appointed.
