Philip Stephens. The Earl of Sandwich has received a letter from Richard Atfield of Portsmouth Common, who has a ropewalk and 170 fathoms of land alongside which could be set 24 spinners, if he had the assistance of a few Carpenters and old ships' timbers. He offers this to the Board without fee or reward. Have referred the offer to Portsmouth with two others on the same subject from Mr. Seward at Portsmouth and Mr. Curry of Gosport.
