Philip Stephens. Are sending a copy letter from Lieutenant Rooke of the Sandwich tender. As the tender is properly fitted for the reception of pressed men, suggest she continues in this service. Ask for an immediate answer so we can send an order to Portsmouth, as we asked the Commissioner to pay her off, she having sailed from Deptford before we received orders for discharging her there.
