Philip Stephens. E. Adamson has asked for dispensation for the want of books and papers necessary to pass the accounts of Robert Frazier, as Boatswain of the Beaver sloop, for the time mentioned. Opine that as the Boatswain has passed an account for the time and the Captain's accounts are passed, the request may be complied with on affidavit that the accounts never came to hand.
