Folios 386-389. Letter to the Poor Law Commission from Edward Senior, Assistant Poor Law Commissioner, regarding liabilities of the parish of Sutton in Ashfield and stating that on a recent visit to the Mansfield Poor Law Union, it was noticed that the parish of Sutton in Ashfield was paying interest at 5 per cent to the treasurer for a balance due by the parish. Subsequently, he required to be better informed of the circumstances of the encumbrances of the rates. Annex set out with details. A debt to the Nottinghamshire Joint Stock Banking Corporation, £260 19s 10d. Contribution of the parish towards the house at Bulwell in the sums of: J Clark, £100. William Ashton, £300. The Duke of Portland, £150. The parish are indebted to the treasurer for which they are paying interest at 5 per cent, the whole of which has been incurred since the formation of the union, £994 9s 5¼d. Also added, the liability of the parish for contribution towards the Mansfield workhouse. To be taken into consideration, the parish will have to receive their share of the Basford House amounting to £592. Proceeds of the poor house recently sold, £174. It is noted that the population of the parish are all stocking makers by trade and are at present in a most miserable position due to the money market. Further noted they are also the most turbulent and ill conducted population in the neighbourhood and great alarm prevails from the chartist intimidation. It all appears that taxes to the amount of 6s 8d in the £1 have already been collected during the present parochial year and it is the intention of the overseers to make fresh rates of 12s in the £1 beyond which amount it is stated it will be impossible to collect during the present depressed state of the ratepayers. It is therefore suggested that communication be made to the Mansfield board and the overseers of the parish, that immediate steps be taken to reduce the balance in the bankers hands. It is requested that a speedy settlement take place in the affairs of the late Basford Incorporation which would nearly be sufficient after paying off the £430 for the Basford debt, also to clear that of the £260 19s 10d, the joint stock debt. It is noted that a more usual course of action would be to allow the debt to remain and to apply the proceeds towards part of payment of the workhouse debt but the peculiar embarrassed state of the parish leaves the former to be more desirable.
